Council evicts Salisbury tenant after years of anti-social behaviour

A SALISBURY tenant who tormented neighbours with persistent anti-social behaviour has finally been evicted.

Wiltshire Council said the person’s actions caused significant distress to local residents and had a substantial impact on the local community.

Complaints were first received in October 2023 and included frequent noise nuisance at all hours of the day and night, harassment of neighbours, and repeated incidents of loud and aggressive behaviour.

This behaviour caused considerable disruption to nearby residents and affected their ability to enjoy their homes peacefully.

Following the complaints, the council investigated, saying it took a range of actions to address the issues and protect those affected, including warnings, support and engagement with the tenant, formal enforcement measures such as Community Protection Warnings, a Community Protection Notice and a three-month Closure Order.

A council spokesperson said: “Despite these interventions, the anti-social behaviour continued, resulting in ongoing complaints from residents and repeated breaches of tenancy conditions.”

Due to the continuing impact on the community, the council served a Notice of Seeking Possession. Salisbury County Court subsequently granted possession of the property property at Millstream Approach and, when the tenant failed to leave by the required date, bailiffs recovered possession on July 16.

The spokesperson added: “When officers regained access to the property, they found it in a very poor condition, with significant repairs and refurbishment work required before it can be re-let.”

Councillor Adrian Foster, Cabinet Member for Housing, said: “Everyone has the right to feel safe in their home and to live free from persistent nuisance, intimidation and anti-social behaviour.

“We take all reports of anti-social behaviour seriously and are committed to protecting our residents and communities. Where concerns are raised, we investigate them thoroughly and take appropriate action.

“We will always seek to address problems at an early stage and provide support where appropriate. However, tenants also have a responsibility to respect their neighbours and comply with the conditions of their tenancy.

“This case sends a clear message that persistent anti-social behaviour will not be tolerated. Where individuals continue to cause distress to others and fail to change their behaviour, we will use the full range of powers available to us, including legal action and possession proceedings, to protect our communities.

“I would like to thank the residents who reported concerns and supported our investigation. Their information was invaluable in helping us take action and bring this case to a successful conclusion.”

Wiltshire Council encourages anyone experiencing anti-social behaviour to report it, as early reporting helps the council and its partners take action and support those affected.

The council added that it recognises that anti-social behaviour can sometimes be linked to wider welfare, health or support needs and works with partner agencies to identify and provide appropriate assistance where required. However, it says the safety and wellbeing of residents remains a priority, and “will take firm action where anti-social behaviour persists and continues to harm individuals or communities.”

More information about anti-social behaviour and how to report it is available at the Wiltshire Council website.
