Crisis for council as inspectors signal Local Plan could be scrapped

WILTSHIRE Council is facing a critical juncture in the future of its Local Plan after government-appointed Planning Inspectors signalled that the document may be withdrawn or recommended for non-adoption.

In a response published yesterday (March 2), the council confirmed it had received formal correspondence from the inspectors, following the authority’s submission of a revised programme of work on January 30.

The proposed timetable had sought to address concerns raised by inspectors in a letter late last year.

However, after reviewing the council’s suggested work programmes, the inspectors have outlined two possible courses of action: the council may either withdraw the Local Plan from examination or invite the inspectors to prepare a final report recommending that it not be adopted.

The Local Plan is the central policy framework guiding housing delivery, employment land and environmental protection across Wiltshire, and its fate carries significant implications for future development.

While no immediate decision is required, the inspectors have asked the council to provide, by March 13, an anticipated timetable for formally confirming how it intends to proceed.

Council leader Cllr Ian Thorn acknowledged the setback, stating: “To receive this letter is extremely disappointing given the significant work already undertaken and our willingness to address the issues raised.

“Our priority is to ensure that Wiltshire has a strong and effective planning strategy to meet the requirements for new homes and jobs for residents and to protect our natural and historic environment.

“We will be considering how best to proceed in the coming days, and a further update will follow.”
