A SALISBURY woman who helped thousands of volunteers across the UK during the pandemic has spoken of her shock after being awarded the British Empire Medal in the King’s Birthday Honours.
Juliet Mosney, from Harnham, discovered she had been recognised for her voluntary work when an unexpected letter from the Cabinet Office landed on her doorstep.
“I had absolutely no idea that I had even been nominated,” she said. “It was a huge surprise.”
The nomination, made in April 2024, remained a closely guarded secret under the honours system rules.
Juliet first shared the news with her parents and siblings via the family WhatsApp group.
The award recognises her extraordinary contribution during the pandemic through the NHS Volunteer Responders Scheme, which was launched in response to the government’s call for an “army of volunteers”.
Through the scheme, Juliet delivered shopping and prescriptions to vulnerable and isolated people across Salisbury and the surrounding area, clocking up more than 500 miles helping those unable to leave their homes.
But her impact extended far beyond Wiltshire.
After becoming involved in one of the scheme’s largest online volunteer groups, with more than 10,000 members, Juliet devoted countless hours supporting fellow volunteers, answering questions, sharing guidance and keeping morale high during some of the most challenging months of the pandemic.
Her commitment led to her appointment as the Volunteer Representative on the scheme’s National Board, working alongside NHS England, the Royal Voluntary Service, government officials and other national organisations.
While the practical support mattered, Juliet believes the human connection was often even more important.
“The socially-distanced conversations on the doorsteps were even more vital than the shopping and medication,” she said. “I was often the only person they’d spoken to in days, if not longer.”
A former teacher who lost her job due to ill health more than a decade ago, Juliet said volunteering helped restore her sense of purpose.
“Even if you have an hour a week to spare, that could make the world of difference to someone – and to you,” she said.

Juliet will receive her British Empire Medal from the Lord-Lieutenant of Wiltshire next year and has also been invited to attend a Royal Garden Party at Buckingham Palace.
